Great question Jane. And I wouldn't quote me, but I do believe I understand the basics. The idea is to fill their copy machines basically. They could turn off their phones and computers potentially. But they need a copier. There are some fun excessive fax stories. Also a personal note printed/faxed, or even more amazing, hand-written note faxed, carries more weight.
But the key is to cause good ruckus.
Plus there are plenty of free programs that allow you to embrace this.
